Double points trading started, 56 companies failed to meet fuel consumption standards

On July 2, the Ministry of Industry and Information Technology announced the official launch of the "double credit" transaction for passenger cars, and announced the calculation of the average fuel consumption of passenger car companies and new energy vehicle credits in 2017. The "double credit" policy refers to the "Parallel Management Measures for Passenger Car Companies' Average Fuel Consumption and New Energy Vehicle Credits", which was officially released in September 2017 and implemented on April 1 this year.

Fuel consumption points, also known as oil consumption points, have been assessed since 2016. In 2016, the positive points for corporate oil consumption were 11,748,600 points, and the negative points were 1,429,900 points.

According to the latest announcement, in 2017, 130 passenger car companies in China produced/imported a total of 24.6929 million passenger cars, with positive fuel consumption points of 12.3814 million points, negative fuel consumption points of 1.6890 million points, and positive new energy vehicle points of 1.7932 million points. Among them, 56 companies had negative fuel consumption points and were substandard companies, while the other 74 companies met the standards. As the policy stipulates that the assessment of new energy vehicle points will begin in 2019, no company has yet received negative new energy vehicle points.

According to the policy, the 56 companies that did not meet the fuel consumption credits in 2017 can offset their own positive credits for new energy vehicles, transfer between related companies, purchase positive credits for new energy vehicles, etc. Companies that cannot offset their negative credits to zero must submit a product adjustment plan to the Ministry of Industry and Information Technology and set a deadline for reaching the standard. Before their negative credits are offset to zero, their products that do not meet the fuel consumption standards will not be included in the vehicle model announcement, which means they cannot be sold to the public.

In order to promote the implementation of the "double points" policy and ensure the free flow of points, the Ministry of Industry and Information Technology launched the "double points" trading platform on June 28. Enterprises can carry out activities such as fuel consumption points transfer and new energy vehicle points trading on the platform. Specific transaction forms include: bidding transactions, pricing transactions, and directional transactions. The government does not interfere with the transaction price. Among them, fuel consumption points can only be transferred between related companies through directional transactions, and new energy vehicle points transactions can be completed through any of the above three transaction forms.

In addition, the policy also requires that enterprises with positive fuel consumption points and new energy points are not allowed to transfer fuel consumption points or purchase new energy points. Enterprises with negative fuel consumption points or new energy points can purchase points through the trading platform, and the cumulative amount of points they declare and effectively price shall not exceed 1.2 times the number of their own negative points.
