Internet TV: Industry observations after interviewing license holders

According to Streaming Media Network: On July 11 and 15, the State Administration of Press, Publication, Radio, Film and Television met with the heads of seven Internet TV license holders, including CCTV, China National Radio, and China National Radio, and put forward clear requirements on the current problems in Internet TV operations, the direction of rectification and the time.

It was revealed that the meeting emphasized that the Internet TV market must first manage the seven major licensees, and that any violation of the licensees will be strictly controlled. According to industry analysts, this meeting did not actually deviate from the specific requirements of Document No. 181, which has not yet expired. Any speculation that the Internet TV market will be cold is too pessimistic.

The conference mainly emphasized the standardized operation of the entire industry

Including the previous closing letter and the continued emphasis on not conducting special zone cooperation with commercial video websites, EPG pages must be reported in a timely manner, and the release of terminal products also requires approval from the General Administration (mainly referring to boxes). Unapproved Internet TV boxes are illegal products, etc. From the specific policy specifications, they all emphasize the strict implementation of the principle of controllability proposed in Document No. 181. This has played an important role in further standardizing Internet TV from content to terminals, and making the entire process of providing Internet TV services to users more transparent, open, and standardized.

The cooperation positioning between telecom operators and licensees is clearer

The cooperation between the licensee and the telecom operator is limited to regulating the two tasks of user management, authentication and billing. According to the information disclosed by the streaming media, the State Administration of Radio, Film and Television has not completely stopped telecom operators from carrying out IPTV+OTT business. It only emphasizes that the Internet TV content must be broadcast and controlled by the licensee, and the telecom operator is responsible for the promotion channels and broadband collection work. In other words, the Internet TV business can still enter the user's home through the channels of telecom operators in the future. The division of labor and cooperation between telecom operators and licensees in Internet TV will become clearer and clearer. In the face of the general trend of IPTV+OTT and Internet TV development, as long as green, safe and environmentally friendly are controlled, they will not be affected.

According to analysis by many industry observers, this high-level meeting further demonstrates the attitude of the State Administration of Radio, Film and Television to implement the central spirit through policy means and promote the healthy development of Internet TV. From a positive perspective, it is conducive to strengthening the leading role of licensees in the Internet TV industry chain; it is conducive to the clear division of labor among all parties involved, including telecom operators. From another perspective, this strict and clear regulatory action is bound to have a severe impact on terminal products including copycat boxes and unlicensed products. It can be foreseen that Internet TV will achieve more steady development in the process of continuous adjustment under the new market supervision.
