In New York City, self-driving cars have not been tested on city streets because of a law passed in 1971. At a hearing on Friday, experts said the 1971 law requires drivers to keep one hand on the steering wheel at all times when the vehicle is in motion. David Strickland, a spokesman for the Self-Driving Coalition for Safer Streets, said: "When this law was passed, people had no idea that there would be self-driving cars in the future."

New York City Councilman Dan Garodnick asked whether the law could make an exception for self-driving cars to take into account special circumstances. "If the law restricts self-driving cars and does not allow them to be tested on the road, New York City will miss a huge opportunity to lead in self-driving car technology." Pittsburgh, Austin and Denver have all accelerated the introduction of self-driving cars into their cities.

The first step to getting self-driving cars into cities is getting them out on city streets to collect a lot of data, such as what to do when a self-driving car passes a group of horses. Ydanis Rodriguez, the New York City Transportation Commissioner, cited this example because there are many horse-drawn carriages near Central Park.

"New York has the most complex street system in North America," said Michael Replogle, deputy director of the city's transportation department. "If the city doesn't manage driverless cars properly, it will only make traffic more congested."

In addition, taxi drivers also have their own concerns about the development of driverless cars. They are worried that the development of this technology will lead to their complete unemployment.
