Xi'an: Eligible individuals will receive a subsidy of 10,000 yuan for purchasing new energy vehicles

On May 31, the reporter learned from the Shaanxi Provincial Measures that the local financial subsidy funds for the promotion and application of new energy vehicles (hereinafter referred to as local subsidy funds) refer to special funds arranged by the municipal finance to support the promotion and application of new energy vehicles and charging (replacement) facilities in Xi'an. "Local subsidy funds follow the management principles of openness, transparency, fairness and justice, and special funds for special purposes to ensure the standardized, safe and efficient use of funds." said the relevant person in charge.

According to the introduction, the scope of local subsidy funds includes new energy vehicles that have been subsidized by the central government and have completed sales and registration in the city in accordance with the "Interim Regulations on the Review and Registration of New Energy Vehicle Production and Sales Enterprises and Products in Xi'an" (Municipal Affairs Office [2017] No. 102); charging (replacement) facilities built and operated in the city will be subsidized. At the same time, new energy vehicles that meet the subsidy conditions should be sold at the price after deducting the subsidy.

The Measures stipulate that eligible new energy vehicles are exempt from vehicle purchase tax and vehicle and vessel tax; for units and individuals who purchase new energy vehicles, local subsidies are given at a rate of 1:0.5 for each vehicle in the public service sector (including public transportation, cruising taxis, sanitation vehicles, ambulances and school buses), and at a rate of 1:0.3 for each vehicle in the non-public service sector, based on the central government subsidies they enjoy; for units and individuals who purchase new energy vehicles, full financial subsidies are given for the first compulsory motor vehicle traffic accident liability insurance premium; and a 125 yuan tax exemption is given for new energy vehicles. /vehicle license fee; for individuals who have Xi'an household registration or hold Xi'an's "Residence Permit" and have paid social security for more than one year in the past two years, and who purchase new energy vehicles, a financial subsidy of 10,000 yuan/vehicle will be given to subsidize the installation of self-use charging facilities and charging costs; for charging facilities that have been completed, passed acceptance and officially put into use, a financial subsidy of 30% of the actual investment in the charging (replacement) facilities (excluding land acquisition costs) will be given; local financial subsidies (the sum of local financial subsidies at all levels) shall not exceed 50% of the central government's single-vehicle subsidy, and the excess will be deducted by the municipal finance.

"We require that new energy vehicle manufacturers should report local subsidies to the Municipal Commission of Industry and Information Technology on a quarterly basis. If the car buyer is an individual user, the new energy vehicle manufacturer will conduct an initial review of the information provided by the individual car buyer and apply for local subsidies based on the facts. At the same time, the new energy vehicle manufacturer is responsible for the authenticity of the materials provided." The person in charge emphasized.
