The data is based on a sample survey of 2.5 million daily mobile active users. If you look at users worldwide who allow app tracking, this number rises to 12% in a sample size of 5.3 million users.

As for the remaining 12%, it is hard to explain in one sentence. Maybe some people don’t know what it is and just choose it at random. Maybe some people think they don’t have any private data to protect. Maybe some people think that if the APP cannot obtain information, then many functions will not be useful.
