2. Strengthen health protection measures, comprehensively strengthen epidemic prevention and control in rural areas, implement grid-based strict management and control, and increase efforts to create "epidemic-free townships". In principle, migrant workers in townships with no confirmed cases, no suspected cases, and no asymptomatic infections can be arranged to work directly;

3. Establish a docking and contact mechanism, establish an effective supply-demand docking mechanism for input areas and key enterprises with relatively concentrated labor demand, and comprehensively promote the direct employment of migrant workers;

4. Provide high-quality free services, provide migrant workers with free nucleic acid testing services without leaving the village as needed, simplify the procedures for obtaining certificates and licenses for migrant workers to travel after the holidays, and promote "face-to-face" online services; carry out the "Spring Breeze to Work" free direct action, and transport migrant workers "from home to factory" free of charge in a "point-to-point, one-stop" manner;

5. Strengthen the protection of rights and interests, intensify the publicity and service of legal policies, provide high-quality legal services, encourage and support the reduction or exemption of legal service fees for migrant workers, and effectively safeguard the legitimate rights and interests of migrant workers;

6. Strengthen the implementation of responsibilities. All localities and departments should formulate more specific measures based on actual conditions, carry out extensive publicity and mobilization, and ensure that migrant workers can go out to work safely and orderly.
