The Provisions on Clearly Marking Prices and Prohibiting Price Fraud issued by the State Administration for Market Regulation came into effect on July 1. The Provisions specify seven typical price fraud behaviors that operators are not allowed to carry out, including falsely claiming that the prices of goods and services are government-set or government-guided prices; luring consumers or other operators with low prices and settling accounts at high prices; selling goods or providing services through false discounts, price cuts or price comparisons; using deceptive or misleading language, text, numbers, pictures or videos to indicate prices and other price information when selling goods or providing services; refusing to perform or not fully perform price commitments without justifiable reasons; not marking or significantly weakening price conditions that are unfavorable to consumers or other operators to deceive consumers or other operators into trading with them; refusing to deduct the price as agreed when deducting the price through points, gift certificates, exchange coupons, vouchers, etc.

The "Regulations on Clear Pricing and Prohibition of Price Fraud" also clearly specify the behaviors that online transaction operators are not allowed to engage in, including marking the price of goods or services on the homepage or other prominent locations at a price lower than the price marked on the details page; the announced scope and rules of promotional activities are inconsistent with the actual scope and rules of promotional activities; and other false or misleading price marking and price promotion behaviors.
