At present, the Alipay mini program has been launched on a pilot basis in the Dongjiang Port area of ​​the China (Tianjin) Pilot Free Trade Zone, and Nanjing, Zhenjiang, Suqian and Lianyungang in Jiangsu Province, and is expected to be promoted nationwide in the future.

After a company completes registration and passes review, its legal representative or person in charge can receive the electronic business license at any time through the Alipay mini program, saving the trouble of going offline.

Users search for "electronic business license" on the Alipay homepage, complete information authorization, enter the mini program, select the "Download License" function, and after successful facial recognition, they can download the electronic business license.

According to Alipay, this mainly utilizes Alipay's real-name authentication and real-person verification capabilities. "Information authorization means that, with the user's permission, the real-name information can be quickly compared with the company's official registration information, while face recognition uses the Sesame Credit real-person authentication system to confirm that it is the person doing the operation, proving 'I am me.'" In addition, the Alipay mini program only serves as a carrier for undertaking services and does not retain any behavioral data.

Convenient collection is just the first step. The electronic business license is unified and universal across the country. Combined with the Alipay applet, it can be widely used in online and offline scenarios such as identity authentication, shareholder signature, bank account opening, corporate annual report, tax filing, etc.

The Jiangsu Provincial Administration for Industry and Commerce has combined the "electronic business license" Alipay applet to carry out full electronic registration and annual reporting of enterprises. Users can use the "scan" function in the Alipay applet to scan the designated QR code and log in to the Jiangsu Enterprise Registration System and Credit Information Publicity System as an enterprise to handle enterprise registration, fill in annual report information, and sign electronically.

For offline use of business licenses, business owners only need to open the Alipay applet and present the encrypted QR code, which can be scanned by the other party with a barcode scanner. Currently, the "Electronic Business License" Alipay applet has integrated functions such as "Presentation of License", "License Space", and "Management of Licenses for Business Owners".

Guan Zhong, the person in charge of the Alipay Mini Program, said that Alipay's real-name system and real-person authentication capabilities are naturally compatible with mobile government affairs and mobile business scenarios, and the functions will be continuously improved in the future. In addition, the Alipay Mini Program will also be connected with Alibaba's various merchant service systems to continuously simplify the merchant qualification review process of Tmall, Taobao, and Fliggy.
