US eases restrictions on Chinese airlines

Civil Aviation Resources Network reported on June 16, 2020: The U.S. Department of Transportation said on the 15th that it would relax the number of flights to the United States for Chinese airlines, allowing four flights per week to fly to and from the United States, effective immediately.

The U.S. Department of Transportation stated in a statement that on June 12, the Civil Aviation Administration of China informed the U.S. Department of Transportation that, in accordance with a provision of its June 4 notice, it would allow Delta Air Lines and United Airlines, which had applied to resume scheduled passenger services, to operate two flights per week each. However, the relevant US airlines had not yet obtained the necessary operating licenses at that time. On June 15, the Civil Aviation Administration of China informed the U.S. Department of Transportation that all these necessary operating permits had been approved by the relevant Chinese authorities.

Currently, Delta and United Airlines operate cargo flights to China. Delta has applied for one weekly flight from Detroit and Seattle to Shanghai Pudong, and United Airlines has applied for one weekly flight from San Francisco and Newark airports to Pudong, and San Francisco to Beijing.

Currently, Chinese airlines are implementing the "five ones" regulations for international flights, which include flights to the United States: Air China's Beijing-Los Angeles, China Eastern Airlines' Shanghai-New York Kennedy, China Southern Airlines' Guangzhou-Los Angeles, and Xiamen Airlines' Xiamen-Los Angeles.

On June 4, the "Notice of the Civil Aviation Administration of China on Adjusting International Passenger Flights" (hereinafter referred to as the "Notice") was issued, which will adjust the current "five-one" measures for international passenger flights from June 8. The notice pointed out that from June 8, 2020, all foreign airlines not included in the "Phase 5" flight plan can choose one port city with reception capacity within the scope of the company's business license and operate one international passenger flight per week.

The Civil Aviation Administration of China said that the adjustment mainly involves 95 foreign airlines that had previously suspended operating passenger flights to my country. After the adjustment, these airlines can, in accordance with the principle of the “five ones” measures, choose one port city with receptive capacity to operate one international passenger flight per week within the scope of the company's business license.
