1. Hold the old ID and 4 recent 2-inch bare-headed, front-facing, white-background color ID photos;

2. Disabled persons who work or live in other places should renew their certificates in the place where their disability pension relationship is located;

3. This certificate replacement will be carried out by exchanging the old certificate for the new one. The veterans affairs department will not collect the old certificate after review, and will collect the old certificate when the applicant collects the new certificate.

4. During the new certificate replacement process, grassroots staff will be organized to proactively contact and connect with service recipients, and will provide door-to-door services to disabled people with limited mobility.
